Claim: Online reports claimed that the United Arab Emirates (UAE) had offered US$20 billion to the Government of Ghana to allow for the Islamisation and introduction of Jihad into the country. The reports further claimed that President John Dramani Mahama had travelled to the UAE to accept the offer and discuss the implementation of the alleged arrangement.
Verdict: False. While Ghana and the UAE have entered into several documented agreements involving technology, investment, energy and environmental initiatives, available official records contain no evidence that the UAE offered Ghana more than US$20 billion to Islamise the country or introduce jihad. There is also no evidence that President Mahama’s trip to the UAE was connected to the purported Islamisation agreement.

Over the past few weeks there have been several controversial reports with religious implications.
One such is the claim originated from a post shared by an Instagram account, @kofifrank87, captioned: “The government of Ghana has been exposed by the group called Anonymous Groups.”
The video featured screenshots of posts from a page named Anonymous Group$ alleging that President John Dramani Mahama has accepted the purported offer from the UAE worth US$20 billion as part of plans to Islamise Ghana.
“The UAE has now offered the Ghanaian government a staggering $20 billion to allow the Islamisation and introduction of jihad into the country. If this is accepted? You will be having another Sudan, Pakistan and Afghanistan in that part of the world …” parts of the screenshot post read.
As of August 22, 2026, the Instagram post had generated 631 views, seven likes, and one comment.

The claim was also shared by a Facebook page, Bmc Payboss, whose post reproduces the “Anonymous Group” text verbatim.
Also, a related verified Facebook account, Anonymous Main Page, in a post claimed that several African countries, including Ghana, had entered into major agreements with the UAE as part of the “jihad and Islamization” agenda.
A section of the post reads, “The Ugandan Government has now also signed a major deal with the UAE, just like Liberia and Ghana. Almost a billion dollars involved for total jihad and Islamization, with more African countries expected to follow. Remember our previous exposition on Ghana? Events are already unfolding.”
The post generated 383 likes, 81 comments, and 36 shares as of August 22, 2026, sparking mixed reactions among Facebook users. While some users expressed fear and concern over the alleged development, others questioned and rejected the claim, with some expressing disbelief about the alleged UAE arrangement.
Reactions to the post have been mixed. One Facebook user, George Maverick Ofori, commented, “The deal might have been signed, but believe you me, we will be rebellious against any attempt to “Islamize Ghana.” This is our promise to you. Thanks for the discovery and the insight. We appreciate it!”
Another user, Ototonwa Cisso, wrote: “Ghana made a good business choice with Dubai. Dubai is a peaceful Muslim country, more peaceful than Saudi Arabia, a country you will not notice is a Muslim country.”
“What is wrong with African country leaders for crying out loud?” Sunny Jim, another Facebook user, quizzed.

Due to its potential to mislead, DUBAWA decided to investigate the viral claim.
Verification
DUBAWA first searched for credible news reports and official records regarding the purported US$20 billion financial offer from the UAE to Ghana. The search established that Ghana and the UAE have several genuine economic and diplomatic engagements. However, the available evidence does not support the specific claim that the UAE offered Ghana US$20 billion to facilitate an agenda to Islamise the country.
On May 30, 2025, Ghana’s Ministry of Communication, Digital Technology and Innovations announced on its website and official handles a partnership with Dubai’s Ports, Customs and Free Zone Corporation (PCFC) and Presight AI to establish the Ghana-UAE Innovation and Technology Hub in Ghana.
DUBAWA found that credible media organisations such as Citi Newsroom, Graphic Online, and African Business reported on the US$1 billion technology agreement.
DUBAWA also found reports from 3news.com and Asaase Radio about a Ghana-UAE financial commitment of US$30 million for climate change and biodiversity conservation in Ghana. However, the former Minister for Lands and Natural Resources, Samuel Abu Jinapor, signed such an agreement on 27 September 2024.
To verify claims of the President’s visit to Dubai to accept the offer and discuss the implementation of the alleged arrangement, DUBAWA found that the government posted on its official website that President Mahama met with UAE President Sheikh Mohamed bin Zayed Al Nahyan on May 6, 2026, to strengthen energy cooperation.
DUBAWA also checked the official handles of the Ministry of Finance, Parliament of Ghana and Ministry of Foreign Affairs but found no statement on the claim.
Conclusion
DUBAWA’s investigation found that Ghana and the UAE have several economic and development agreements, including a US$1 billion Innovation and Technology Hub and a US$30 million grant for climate action, biodiversity protection, and inclusive development.
However, the official Ghanaian and UAE records reviewed provide no evidence that the UAE offered Ghana US$20 billion as part of an agenda to Islamise the country.
