La Dade Kotopong MCE’s claim his assembly is best performer is false

Claim: The Municipal Chief Executive of the La Dade Kotopong assembly in the Greater Accra Region, Solomon Kotey Niikio, has claimed that his assembly is currently the top-performing assembly in the country.

Verdict: False. According to the latest Performance Evaluation Reports of Regional Coordinating Councils (RCCs) and Metropolitan, Municipal, and District Assemblies (MMDAs) issued by the Local Government Service, the La Dade Kotopong municipal assembly was fifth in the rankings.

Full Text 

The New Patriotic Party (NPP) held its parliamentary primary in the La Dade Kotopon Constituency on Saturday, April 27, 2024. The election featured Joseph Addo, President Akufo-Addo’s personal driver, and Solomon Kotey Niikio, the MCE for the La Dade Kotopon Municipality. The primary was approved by the National Executive Committee of the NPP following the resignation of the elected Parliamentary Candidate, Dr Joseph Nyanyofio, due to personal reasons.

Ahead of his campaign, the Municipal Chief Executive of the assembly, Solomon Kotey Niikio, claimed that his constituency is ranked first according to a league table that ranks all 216 districts in Ghana by their level of performance. 

“When I took over LADMA, you know every assembly has a league table, so when I took over LADMA, we were around 64th, 68th, but speaking to you now, we are number one on the league table,” Mr Niikio said.

The claim can be found on Citi TV’s Friday, April 26, 2024, news bulletin, which was streamed on Facebook. The timestamp of the claim is from 41 minutes 30 seconds to 41 minutes 52 seconds. As of writing this report, the bulletin capturing the claim has received over 1000 views. 

Fact-checking this assertion is crucial around election time, to avoid misinformation. 

Verification

The Local Government Service is a public service institution established by the Local Government Service Act, 2003 (Act 656). The service exists to secure effective administration and management of the decentralised local government system in the country. This local government system includes the metropolitan, municipal, and district assemblies. 

DUBAWA decided to discover if there have been any official municipal assembly rankings from the service. DUBAWA found publications of Performance Evaluation Reports of Regional Coordinating Councils (RCCs) and Metropolitan, Municipal, and District Assemblies (MMDAs).

The report assesses the level of development across the entire country by ranking all 216 Districts in Ghana by their level of performance.

Is La Dade Kotopon Municipality rated 1st on MMDA’s rankings?

In the latest performance publication, released in August 2023, the La Dade Kotopon assembly is ranked 5th, not 1st. North Dayi, New Juaben North, Adentan, and Obuasi East are the top four municipalities. This can be found on page 270 of the report.

DUBAWA also contacted Efe Cann, the Deputy Public Relations Officer of the Ministry of Local Government and Rural Decentralisation, to inquire about any recent releases of performance reports for the MMDAs. She informed DUBAWA that the report it obtained was the most recent one and that the 2023 edition is scheduled for release later in the year.

Conclusion 

Solomon Niikio’s claim that his assembly is the top-performing assembly in the country is false. The local government service data indicate that the assembly’s position is 5th, not 1st.
